Course details

Utility and network workers carrying out work near live traffic in Victoria need accreditation under the Austroads Traffic and Traffic Management (TTM) reform pathway. This course prepares water, gas, electricity and telecommunications workers to safely plan and carry out low-risk traffic management tasks associated with utility works.

Delivered at our Cheltenham facility, the course covers short-term low-impact traffic management principles specific to utility work, including STLI works, Traffic Management Plans (TMPs) and Traffic Guidance Schemes (TGS), emergency works procedures, and protecting vulnerable road users. Entry requirements

This course has specific eligibility requirements. To enrol, you must meet both of the following:

Work directly or indirectly for a utility provider
This course is open to workers employed by, or contracting exclusively to, an organisation that provides water, gas, electricity, communications, or public transport services in Victoria. “Indirectly” means your company works solely to provide services to a utility provider.
Hold a current Construction Industry White Card
A valid White Card is a prerequisite for enrolment. Bring it on the day.

Employer letter required
Your employer must provide a letter confirming your eligibility before you attend. Link Resources will supply your organisation with a template — a single letter can cover multiple employees. Contact us to request it.

Do I need a White Card before this course?

Yes. A current White Card (Construction Induction Card) is required before enrolling.

How is this different from TC1/TMI1 Combined training?

This course is a separate, non-accredited pathway under Victoria’s Austroads TTM reform, specific to utility work. It does not qualify you as a Traffic Controller or Traffic Management Implementer. TC1/TMI1 is a separate accredited pathway for those roles.

How is this different from the Tasmania Utility Worker course?

This course sits under Victoria’s Austroads TTM reform pathway. Link Resources also delivers a separate Utilities TTM Worker Accreditation in Tasmania, authorised by the Department of State Growth Tasmania. The two are distinct accreditations under different state frameworks.

Is this course available at other locations?

Is this course nationally recognised?

No. Utilities TTM Worker Accreditation is delivered under the Victorian Austroads TTM reform pathway, not as nationally recognised training. There’s no national unit of competency attached to this course, and completion doesn’t result in a Statement of Attainment under the Australian Qualifications Framework. You’ll receive a Certificate of Completion and a Digital Utilities Card, which satisfy the accreditation requirement for utility TTM work in Victoria.
